Student Development / Leadership Development


RJC provides ample leadership opportunities for every student to develop his or her leadership potential through the many varied activities in the college. The leadership potential of student leaders is further augmented by on-the-job training opportunities, leadership training camps and professional courses on personal development.

The leadership development programme in RJC is based on The Leadership Challenge model, designed by renowned leadership experts Jim Kouzes and Barry Posner, in which five key leadership practices are identified. They are:

  1. Modelling the Way
  2. Inspiring a Shared Vision
  3. Challenging the Process
  4. Enabling Others to Act
  5. Encouraging the Heart

Class Leaders

The class committee, made up of the class and subject representatives, and the class treasurer, is elected yearly by the students of each class and is in charge of managing class affairs. Aside from assisting the Civics and Subject Tutors in administrative and academic matters, the class committee is responsible for building up class identity and representing the class at college or subject-related events. Class leaders will be provided training through two workshops - once in JC1 and once in JC2.

CCA Leaders

The student leaders of every CCA are elected by their members and hence have the mandate to lead the group. Moreover, the college has entrusted them with the responsibility and privilege of upholding the core purpose of the CCA and setting the direction of the CCA during their term of office.

While the expectations of a CCA leader will be high, he/she is essentially a student undergoing leadership development under the guidance of the CCA Teacher Mentor in the RJC CCA programme. The student’s position of leadership in the CCA is the means by which the college is able to facilitate his/her growth in leadership potential and interpersonal effectiveness.

Together, all CCA leaders form the student leadership body of the college. They are led by the President of the Students’ Council, who is the head of the student leadership body. Because of their position of responsibility, CCA leaders must always act in the best interests of the college.

The CCAL leadership training programme consists of a CCAL pre-camp workshop, CCAL camp (4 day 3 night), CCAL conference as well as periodic evaluation using the 360 degree feedback tool, the Student Leadership Practices Inventory.

The student councillor serves as a leader and representative of his peers, aspiring towards excellence and seeking to create a positive impact on college and community.

What we do

Some of the daily duties we undertake include flag raising during morning assemblies and loaning of games, sports equipment and blazers during welfare duty. However a large portion of our work lies behind the scenes – in department work, ad-hoc school projects and organizing functions. As we strive to address the needs of the students in our school, we hope that our efforts will not only be able to brighten the days of our students, but also generate a strong school spirit in our Rafflesian community.

Brief History

For the past 26 years, the various Students’ Councils were motivated by the common desire to serve the college community. However, each Council also carved a niche for itself and stayed relevant by adapting to the specific needs of the student population it served. Our 24th Students’ Council had the privilege of being actively involved in a milestone event in the history of RJC – the move from Mt Sinai to Bishan on 29 Dec 2004. The 25 th Students’ Council saw the need to help the student body adjust to the sprawling campus at Bishan, and hence aimed to personalize RJC to make it a genuine second home for Rafflesians, creating a vibrant school community with an inclusive environment.

In line with the inauguration of the new house system in RJC, the 26 th Students’ Council was enlarged to incorporate both the departments and the house directorate. This would buttress the vision of creating greater school spirit through house spirit as well as leverage on the synergy that comes from collaboration between all student leaders of the college.

This introduction of the house system and the inclusion of the house directorate into council comes as a corollary of the Raffles Programme, with the amalgamation of the house cultures of both RI and RGS creating a unique house identity for the each of the five houses of RJC. This would not only entrench the importance of the house system in RJC but also underscore its primal role in Rafflesian Tradition. In addition, with the concurrent launch of the Inter House Championships, the council also oversees the organization of all inter house competitions, working closely together with the CCA leaders of the college.

Co-Curricular Activities Department

The CCA Department of the Students' Council serves to create a happening school environment in which Rafflesians feel part of a huge family. This is done by harnessing the powerful sense of attachment Rafflesians feel towards their respective co-curricular activities. Affectionately known as CCAd, we encourage mutual support amongst CCAs as well as assist them in any aspect of projects or collaboration. In addition, we organize match support as an avenue for the school population to show love and concern for any CCA representing the school in national competitions.  

To achieve our core purpose efficiently, we have divided ourselves into 2 sub-departments, namely CCA Welfare and Match Support. 

CCA Welfare comprises councillors who are attached to CCAs to assist them in any way necessary and help bring forth concerns of CCA Leaders to the school administration. This sub-department also present opportunities for CCA Leaders to come together to iron out any issue that requires a common consensus. The CCA Welfare committee also works with Raffles Press to put out weekly issues of 'SEASON' during the inter-schools competition season, which is a newsletter on the achievements and profiles of the various CCAs in RJC.  

The match support sub-department aims to draw out maximum camaraderie and passion from within the school population for our fellow Rafflesians through intensive publicity before the actual competition themselves. During inter-school competitions, they rally and lead Rafflesians to show support for competing schoolmates through cheer and banners. 

We aim to work closely with all CCAs to produce a vibrant school spirit and culture that will ultimately benefit the students. Recently, a new department has been added to the CCAd, which is the Inter-House Competition committee which serves to liaise with the PE department and the various CCAs to come up with meaningful and exciting competitions for the houses to compete in.  

Communications Department

The Communications Department, more affectionately known as CommzD, aims to serve as the proverbial bridge between the college administration and the student population as we gather feedback and ideas from our college mates. This allows us to place ourselves in a better position to enhance student welfare, whilst also enabling us to fulfill our function of assisting the college admin in explaining its perspectives on certain issues.

CommzD's role certainly does not stop at merely collecting feedback and we are committed to ensuring that proper follow up is carried out and that the students are duly kept informed of the responses to their feedback. Moreover, we are also entrusted with the task of keeping the school informed of ongoing events via communication mediums such as weekly "What's up this week" announcements and notice boards.

Welfare Department

Looking into the welfare of the students is a common aim of many elected councillors, something which can be quickly realized by listening to many of their campaign speeches. As such, the Welfare department is one of the best ways in which the council serves the student population and reaches out to them. We aim to increase the vibrancy of the school, and to make the school a warmer and more close-knit second home for all.

To ensure that the recreational needs of Rafflesians are met, we provide the Welfare loaning service, where we loan out sports equipment and games on a daily basis. We regularly add new stocks to increase the number of choices which the loaning service offers to the students. Examples of newly added stock in 2006 include a Pictionary set, a Singapore edition Monopoly set, pick up sticks and new soccer balls. To ensure that students are properly attired during functions and formal occasions, we also loans blazers to students who require them.

To make school life more vibrant and interesting, we also launch various projects throughout the year, tailored to the needs and demands of the student population. In 2006, we launched various projects as part of “De-stress Week”. Welfare projects in 2006 also included A Sweet Affair, J2 encouragement, and finally ending with Raffles----- which was an interactive treasure hunt game to provide some fun and entertainment to students. Welfare is always on the lookout for fresh ideas for a fun and caring school environment!

House Directorate

The newly established House Directorate has been charged with organizing and planning events for their house, as well as to rally their house for the Inter House Championships. They are the face of their house and have organized various functions such as house parties and movie outings amongst others. As a whole, the house directorates have collaborated to work on official school functions such as Open House and Orientation. Given that the intention of the house system is to build up school spirit through house spirit in the midst of looking into each house member’s welfare, the various house directorates have sought to ignite the passion of every Rafflesian for their house and will continue to do so.

College Events

Every councillor, besides being involved in either department or house directorate work, is also involved in organising college events. Organising events is the main way for us to reach out and lead various other groups of people in our batch, to foster college spirit and create a happening school environment.
